I’ve asked for my items multiple times but keep getting told that a QR1 Is out of stock. NOW when I ask for a refund I get no responses on ANYTHING. Have I been scammed?

If you're wanting to refund and cancel and can't get hold of Fanatec, best bet is to launch a payment dispute through PayPal or your credit card provider (whatever method you used). Added benefit is that they'll hit Fanatec with a dishonour fee.
