Install driver with or without the base/wheel connected?

I expect to receive my CSL base/P1 wheel today. Am I supposed to install the driver with or without the base/wheel connected and powered on? Thanks!

Do you play on PC or on a console? If on a console - is there ever any need of installing any drivers?

You should install the driver with everything connected and powered on.
