Payment Refused

I tried using both Visa and Master Card. I tried paypal it did not work as well. When I used Visa and master card it say payment refused. I tried paypal it say "Unable to instantiate the payment screen". I brought CSL Elite Wheelbase last month with no issue, I wanted to upgrade to DD then cant make payment.
