No.
Essentially no - The electronics are different.
That said, Fanatec sells a clubsport quick release adaptor for $99, and if you didn't want any of the buttons to work, and just wanted to use the wheel to turn, perhaps there is a way to mount that adaptor to the back of it.
My advice would be to sell the TM wheel on ebay, and pick up the Fanatec Formula V2 wheel.

There will be no FFB with the clubsport quick release adaptor, but this trick can be done with Podium Hub, but for the price of Podium Hub he can buy CSL Elite steering wheel P1.
