Time is not on my side but finally got to doing what you said. The problem persists
My wheel drives for about a minute then suddenly force turns off, pedals stop, wheel does not turn and lghts flashing
So with regards to your explanayion, I see this in my Controllers (not what is shows on your video):
Please note: I have no clue why there are two Fanatec wheels detected by the controller, but for what it is worth before this problem happened there was only one controller showing
I am almost certain prior to the failures there was only one controller showing.
In this screen all the axis are working and everything seems fine:
To update drivers - no need apparently:
When the wheel cuts out this is what the control panel looks like:
Took of the loadcell brake pedal, and sparated the wheel and brake into two separate USB ports
Drive for about ten minutes and wheel 'switches off' but current still flowing because lights are flashing. Pedals working but wheel goes dead and disappears off Game Controller panel.
The problem appears to be with the wheel and/or base...

Watch that video. You have to flash the correct firmware to the USB adapter, in this case CSL Elite Pedal Mode.
