Clubsport V2 pedal vibration motors only slightly working

From the day I received the pedals, the vibration motors only slightly worked. I lived with this because I like the pedals. I recently started playing with SimHub and its ability to control bass transducers, as well as shaker motors like the ones on the Clubsport V3 pedals. In setting up SimHub's shaker motor controls, I discovered that the motors just barely turn when activated.

Any idea why the motors are not working?

The pedals are being used on a Windows 10 PC

I keep the hardware patches updated.
