Pedals not working?

In the video it says I am on the throttle but i'm not touching the pedal at all and i pulled it as far back as i could, sometimes at full throttle it'll randomly drop or wont reach max throttle
This strange thing keeps happening on my pedals if it isnt my throttle then its my break pedal I have no idea how to fix it
