CSW V2 / BMW GT2 wheel - quick release doesn't release ?

I've been using now the Clubsport Wheel Base V2 for years without any incidents together with the BMW GT2 wheel.

After some quick release tests the wheel sticks to the base for 2 years now and I'm considering a 2nd wheel for other purposes.

But...the wheel doesn't move a millimeter, the bolt has never been mounted.

Any good ideas how to make a split of wheel and wheelbase happen ?
