But you should note that there is a problem with the ships in the Suez Canal. The ships pass Africa and take 2 weeks longer. The ships are attacked by rebels and take a longer route for a short time.

No, its not legal. Once a company has set a date for pre-order, that is legally binding. They cannot change it after that. Ever!
