Guess you can start with mounting the hardware you do have to your rig, that is I'm assuming you've got one based on your pick of components. Wheelbase is the last part to line up, so small blessings right?
true but i cant mount my pedals yet because i cant put the cable in yet from the wheelbase i dont know what cable it uses because its my first wheelbase of if you can help me send me a dm for discord and maby we can find out together would love to talk to some likeminded people
Since your going to be using a Fanatec wheelbase your going to want to use the RJ11 cable that comes with the pedals. This ensures they will be available on console and allows you to set things like the brake sensitivity from the wheel.
Saying that, I'd plug them in via usb to a pc and install the Fanatec driver just to check they're on the latest firmware before you mount them.
is it not better to wait for everything atm i cant do anything and just taking them out of the box to update the firmware is that a good idea is it not better to wait till the base is here ?
In that case, start building! It took me basically two days to build the rig. Started with the seat as it had the least adjustability, then the pedals, then I fitted the wheel stand part and last the wheelbase.

What are you going to mount them to? Have you already a frame or something?

Connect both cables to the pedals. Then when Wheelbase arrives, roll the USB cable under the pedal plate with a cable tie.
You will no longer be able to reach the connectors once you have mounted them on the rig.
