I've already reached out to support but haven't got an answer yet. Is there a difference between the CSL V1.1 Wheelbase and the one included in the "Official Licensed PS" Bundle?

Yes, there is!
Hardware-wise there is no difference, afaik. But the Elite "+"-Version has an additional chip, which adds the PS license and probably more important the functionality of using the Tuning Menu settings within the PC driver.
Additionally Fanatec has more or less confirmed, that the PBME (GT3R wheel) will be supported by the Elite+ with a new driver coming next year, but not the V1.1. Just in case, this would be an option for you...
