3 could be called , that some feature is not supported at the specific wheel or base, it could happen if game sends something out what not actually supported. not 100% sure
i to own sdk, soo technically i would break the NDA if would discuss this too much. soo i type only that what you need know about error codes. other info i keep for myself.

That most likely is some kind of telemetry data shown but no error code as they simply dont exist.

No... There are no error codes which mean something, they dont exist. [3] just means that the driver is in 3rd gear and should shift. That's it.
9 could mean that you may need upgrade your firmware, but that's it, i not discuss this more for avoid NDA breaking
